State of Utah Elections Office
Contact Information for all county clerks throughout Utah.

U.S. Senate

Term:  A United States Senator holds office for six years beginning on the 3rd day of January, unless, by law a different day is appointed.

Qualifications:  To be eligible for U.S. Senator from Utah a person must:

     a) be 30 years old at the time the oath of office is taken,
     b) a U.S. Citizen for 9 years, and
     c) an inhabitant of Utah when elected.

Filing:  One U.S. Senate seat, held by Orrin Hatch, is up in 2006. Any person interested in becoming a candidate for this seat must file a declaration of candidacy with the Office of the Lieutenant Governor.

A candidate must also file with the Federal Elections Commission (FEC). For more information about FEC filing requirements, please contact the FEC.

Fee:  The filing fee is equal to 1/8 of 1% of the total salary paid for the full term of office to the person holding the office. The U. S. Senate filing fee for the 2004 general election was $1,160. If unable to afford the filing fee, a candidate may also consider filing impecunious.

U.S. House of Representatives

Term:  A U.S. Representative holds office for two years beginning on the 3rd day of January, unless, by law a different day is appointed.

Qualifications:  To be eligible for U.S. Representative from Utah a person must:

     a) be 25 years old at the time the oath of office is taken
     b) a U.S. citizen for 7 years
     c) an inhabitant of a congressional district of Utah when elected

Filing:  Any person interested in becoming a candidate must file a declaration of candidacy with the Office of the Lieutenant-Governor (usually around the second week of March).

A candidate must also file with the Federal Elections Commission (FEC). For more information please contact the FEC.

Fee:  The filing fee is equal to 1/8 of 1% of the total salary paid for the full term of office to the person holding the office. For U.S. House candidates in 2004, this fee was $387. If unable to afford the filing fee, a candidate may also consider filing impecunious.

Utah State Legislature

Term:  A State Senator holds office for four years beginning on the first day of the annual general session after the election.

A State Representative holds office for two years beginning on the first of January after their election.

Qualifications:  To be eligible for the Utah Legislature a person must:

     a) be a U.S. Citizen at the time of filing
     b) 25 years old at the filing deadline time
     c) Three-year resident of Utah at the filing deadline time
     d) Be a resident for 6 months of the senate or representative district from which elected at the filing deadline time
     e) No person holding any public office of profit or trust under authority of the United States, or of this State, shall be a member of the Legislature; provided, that appointments in the State Militia, and the offices of notary public, justice of the peace, United States commissioner, and postmaster of the fourth class, shall not, within the meaning of this section, be considered offices of profit or trust.
     f) be a qualified voter.
Qualified voter:
     1) U.S. Citizen
     2) a resident of Utah for at least 30 days prior to the next election
     3) at least 18 years old by the next election
     4) their principal place of residence is in a specific voting precinct in Utah

Filing:  Any person intending to run for a seat in the Utah Legislature must file a declaration of candidacy with the county clerk's office of the county in which they reside or with the Office of Lieutenant Governor.

Filing Fee:  1/8 of 1% of the total salary for the full term of office legally paid to the person holding the office. In 2004, these fees were:
Utah Senator: $26.00 Utah Representative: $13.00
Or, if unable to afford the filing fee, a candidate may also consider filing impecunious.

Contributions and Expenditures:  A legislative candidate is not required to have a personal campaign committee. A candidate should deposit any contributions or public service assistance into one or more separate campaign accounts in a financial institution. These monies can only be used for political purposes and may not be mixed with personal or business monies or accounts.

Utah State School Board

Term:  4 years

Qualifications:  Be and remain a registered voter in the board district from which the member was elected or appointed;

Maintain his primary residence within the board district from which the member was elected or appointed; and

No person serving as member of the State School Board shall also serve as an employee of the Utah State Office of Education, or the Utah State Office of Rehabilitation.

Filing:  Usually around the second week of March in State Elections Office or in County Clerks Office.

Filing Fee:  $15, or, if unable to afford the filing fee, a candidate may also consider filing impecunious.

Process:

The Governor appoints nominating committees for each school district by May 1. The Governor will designate one member to serve as chair of the committee. The Lt. Governor will then submit a list of all individuals who filed a declaration of candidacy to the chair of the nominating committee by June 1. The nominating committee then has until August 1 to submit a list of up to five, but no fewer than three candidates for the State Board of Education to the Governor. The Governor will select two of these candidates to be placed on the ballot by September 1.
